New York: Statement at the High-level Thematic Debate on achieving the Sustainable Development Goals “Action at All Levels: National implementation”

Mr. President,
Ladies and gentlemen,

It is indeed great honour to address you today and once again confirm the commitment of Montenegro to fully implement the 2030 Agenda for sustainable development. It is ever more important that we all agree that the 2030 Agenda can become a reality only through a truly global and coordinated endeavour supported by extended partnerships. In that context, I truly believe that we must unlock the potential of private sector, civil society, academia and all other stakeholders important for delivering on SDGs.

While emphasizing the ever more important role of countries in undertaking whole-of-government approach to sustainable development, this is a critical time for the UN to show its ability to adequately support countries to successfully deliver on all milestone agreements.

It means that we need to make UN more relevant in these tumultuous periods. By doing this, we would confirm UN’s credibility to deliver thus rebuilding trust in our Organization. The process of the implementation of comprehensive and complex Agenda could be challenging for UN delivering as one, as well as strongly influence coherence within UN system.

Mr. President,

Montenegro is in the process of nationalizing SDGs. National strategy for sustainable development of Montenegro until 2030, an overarching national development document, which is now under finalization, integrates majority of the SDGs and targets. In addition, it creates platform for tailoring rest of targets in other sectoral strategies and plans, thus enabling tangible implementation of the 2030 Agenda. National institutional framework for financing sustainable development will be strengthened. Budget allocations for implementing measures for sustainable development will be increased. Another powerful driver of change is EU accession. Synergies between EU integration agenda and the 2030 Agenda could lead to immediate results even in the short run.

Mr. President,

We strongly believe that lessons learnt from the process of implementing the SDGs should be shared among the countries. This could be extremely effective especially in the regions where common cultural and societal values exist. Regional Economic Commission could play an important role in this process by establishing Regional Fora for Sustainable Development. Furthermore, Montenegro will be among first group of countries to present activities on integrating the 2030 Agenda and AAAA, as its integral part, at the High Level Political Forum this July under the auspices of ECOSOC.

Mr. President,

I am convinced that experience of Montenegro, along with other countries, shows that there is a need for more proactive UN’s response, coordinated with relevant international organizations and IFIs. This would create enabling environment for achieving SDGs. Thus, I would like to use this opportunity to once again express readiness of Montenegro to actively participate in developing practical mechanisms to ensure linkages between global initiatives and national responses for achieving the 2030 Agenda and its SDGs.
